Steps
- Heat vegetable oil in a pan over medium heat, then sauté ginger, garlic, and shallots until fragrant.
- Add the mackerel chunks to the pan and sear them for about 3-4 minutes on each side until lightly browned.
- Stir in the pickled mustard greens, fish sauce, sugar, and black pepper, mixing well.
- Pour in the water, bringing the mixture to a gentle simmer.
- Cover the pan and let it cook for about 15-20 minutes, stirring occasionally, until the mackerel is cooked through and flavors meld.
