Steps
- Heat the vegetable oil in a clay pot or a heavy skillet over medium heat.
- Add minced garlic and shallots, sautéing until fragrant and golden.

- Add the catfish fillet to the pot, gently turning to coat it in the caramel.
- Pour in the soy sauce, fish sauce, and water, bringing the mixture to a simmer.
- Season with black pepper and add sliced chili pepper if desired.
- Cover and cook on low heat for about 15-20 minutes, allowing the fish to absorb the flavors.
