Steps
- Heat the vegetable oil in a large skillet over medium heat.

- Add the julienned carrot and sliced bell pepper, cooking for an additional 5 minutes until they start to soften.
- In a bowl, mix the fish sauce, soy sauce, sugar, and black pepper, then add this mixture to the skillet.
- Gently add the fish fillets to the skillet, ensuring they are covered with the sauce and vegetables.
- Cover the skillet and simmer for about 10-12 minutes, or until the fish is cooked through and flakes easily with a fork.
- Remove from heat, and stir in the chopped cilantro and sliced green onions.
- Serve hot with lime wedges on the side.
