Steps

  1. Heat the vegetable oil in a large skillet over medium heat.

  3. Stir in the diced tomato and cook for another 2-3 minutes until softened.
  4. Add the julienned carrot and sliced bell pepper, cooking for an additional 5 minutes until they start to soften.
  5. In a bowl, mix the fish sauce, soy sauce, sugar, and black pepper, then add this mixture to the skillet.
  6. Gently add the fish fillets to the skillet, ensuring they are covered with the sauce and vegetables.
  7. Cover the skillet and simmer for about 10-12 minutes, or until the fish is cooked through and flakes easily with a fork.
  8. Remove from heat, and stir in the chopped cilantro and sliced green onions.
  9. Serve hot with lime wedges on the side.
