Steps
- Preheat the oven to 200°C (400°F).
- Soak the rice paper sheets in warm water for about 10 seconds or until pliable, then lay them flat on a baking tray lined with parchment paper.
- In a bowl, mix halved cherry tomatoes, sliced bell pepper, red onion, chopped basil, olive oil, soy sauce, chili flakes, garlic powder, salt, and pepper.
