Ingredients

  • Rice flour - 100 grams
  • Water - 250 ml
  • Garlic - 4 cloves, minced
  • Scallions - 2 stalks, chopped
  • Carrot - 1 medium, grated
  • Cabbage - 100 grams, shredded
  • Fresh cilantro - 15 grams, chopped
  • Soy sauce - 1 tablespoon
  • Cooking oil - 3 tablespoons
  • Salt - 1/2 teaspoon
  • Black pepper - 1/4 teaspoon

Steps

  1. In a mixing bowl, combine the rice flour, water, salt, and black pepper to create a smooth batter. Let it rest for 10 minutes.
  2. Meanwhile, heat 1 tablespoon of cooking oil in a skillet over medium heat. Add the minced garlic and sauté until fragrant, about 1 minute.
  3. Add the grated carrot and shredded cabbage to the skillet, and stir-fry for about 3-4 minutes until slightly softened. Add the chopped scallions and cilantro, then mix in the soy sauce. Remove from heat.
  4. After the batter has rested, gently fold the vegetable mixture into the batter until well combined.
  5. Wipe the skillet clean and add 1 tablespoon of cooking oil over medium heat. Pour half of the batter into the skillet, spreading it evenly.
  6. Cook for about 5-6 minutes until the edges are crispy and the bottom is golden brown. Carefully flip and cook for another 3-4 minutes on the other side.
  7. Repeat with the remaining batter, adding more oil as needed. Serve hot with a dipping sauce of your choice.
