Steps
- In a mixing bowl, combine rice flour and water to create a smooth batter. Let it rest for 15 minutes.
- In a skillet, heat vegetable oil over medium heat. Add chopped shallots and minced garlic, sauté until fragrant.
- Add ground pork to the skillet, season with fish sauce and black pepper, and cook until the pork is fully cooked and browned.
- Stir in chopped green onions and cilantro, then remove the skillet from heat.
- In a non-stick pan, pour half of the rice flour batter to create a base layer. Cook on low heat for about 5 minutes until it starts to set.
- Spread the pork mixture evenly over the partially cooked batter, then pour the remaining batter on top.
- Cover the pan and cook on low heat for another 15-20 minutes until the top layer is fully cooked and firm.
- Once cooked, let it cool for a few minutes, then slice into wedges.
- Serve warm, drizzled with soy sauce and chili sauce if desired.
