Ingredients

  • Rice flour - 100 grams
  • Tapioca flour - 30 grams
  • Water - 500 ml
  • Shrimp, peeled and deveined - 200 grams
  • Shallots, minced - 2 tablespoons
  • Garlic, minced - 1 tablespoon
  • Fish sauce - 1 tablespoon
  • Vegetable oil - 2 tablespoons
  • Salt - 1/2 teaspoon
  • Black pepper - 1/4 teaspoon
  • Chopped scallions - 2 tablespoons
  • Cilantro, for garnish - a handful

Steps

  1. In a mixing bowl, combine the rice flour, tapioca flour, and salt. Gradually add the water while whisking until the mixture is smooth and free of lumps.
  2. In a pan, heat 1 tablespoon of vegetable oil over medium heat. Add the minced shallots and garlic, and sauté until fragrant and golden brown.
  3. Add the shrimp to the pan and cook until they turn pink, about 3-4 minutes. Stir in the fish sauce, black pepper, and chopped scallions. Remove from heat.
  4. Prepare a steamer and bring water to a boil. Pour half of the rice flour mixture into a greased steaming dish or pan, spreading it evenly.
  5. Steam the first layer for about 10 minutes until set. Remove from the steamer and spread the shrimp mixture evenly over the top.
  6. Pour the remaining rice flour mixture over the shrimp layer, covering it completely. Return the dish to the steamer and steam for another 15-20 minutes until fully cooked and set.
  7. Once done, remove from the steamer and let it cool slightly before slicing. Serve warm, garnished with fresh cilantro.
