Steps

  1. In a mixing bowl, combine the glutinous rice flour, water, salt, and sugar. Mix until smooth and there are no lumps.
  2. Add the finely chopped shallots and green onions to the mixture, stirring well to incorporate.
  3. Pour the batter into a lightly greased shallow dish or pan, spreading it evenly.
  4. Steam the mixture in a steamer for about 15 minutes or until set. Allow it to cool slightly before removing from the dish.
  5. Once cooled, cut the steamed batter into small squares or rectangles.
  6. In a frying pan, heat vegetable oil over medium heat. Carefully place the cut pieces into the hot oil.
