Steps

  1. Finely chop the fresh chives and set them aside.
  2. In a mixing bowl, combine the rice flour, all-purpose flour, salt, black pepper, and garlic powder.
  3. Gradually add water to the flour mixture, stirring until a smooth batter forms.
  4. Fold in the chopped chives into the batter until evenly distributed.
  5. Heat the vegetable oil in a non-stick skillet over medium heat.
  6. Pour small ladles of the batter into the skillet, forming round cakes.
  7. Cook each cake for about 3-4 minutes on each side or until golden brown and crispy.
  8. Remove the chive cakes from the skillet and place them on a paper towel to drain excess oil.
