- Saffron strands - 1/4 teaspoon

Steps
- Rinse the mussels under cold water, scrubbing the shells to remove any debris. Discard any that are open and do not close when tapped.
- In a large pan, heat the olive oil over medium heat. Add the chopped onion and minced garlic, sautéing until translucent.
- Stir in the diced red bell pepper and cook for another 2-3 minutes until softened.
- Add the chopped tomato and cook for an additional 2 minutes until it breaks down slightly.
- Stir in the Arborio rice, allowing it to toast for about 1-2 minutes while stirring frequently.
- In a separate saucepan, warm the vegetable broth and add the saffron strands to infuse.
- Pour the warm vegetable broth into the rice mixture, along with the paprika, salt, and pepper. Stir to combine.
- Bring the mixture to a gentle simmer. Cover the pan and cook for about 15 minutes, or until the rice is nearly cooked.
- Add the cleaned mussels to the pan, cover again, and cook for an additional 5-7 minutes until the mussels have opened.
- Remove from heat, let sit for a couple of minutes, and garnish with fresh parsley before serving.
