Steps
- In a mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper.
- Gradually add water to the dry ingredients, whisking until you achieve a smooth batter.
- Heat vegetable oil in a deep frying pan over medium heat.
- Dip the fish fillets into the batter, ensuring they are well coated, then carefully place them in the hot oil.
