Ingredients

  • Potatoes - 400 grams
  • Fine bulgur wheat - 100 grams
  • Ground lean beef or lamb - 150 grams
  • Onion - 1 medium, finely chopped
  • Pine nuts - 30 grams, toasted
  • Olive oil - 2 tablespoons
  • Ground cinnamon - 1 teaspoon
  • Allspice - 1 teaspoon
  • Salt - 1 teaspoon
  • Black pepper - 1/2 teaspoon
  • Fresh parsley - 2 tablespoons, chopped
  • Water - 1 cup

Steps

  1. Preheat the oven to 190°C (375°F).
  2. Peel and boil the potatoes in salted water until fork-tender, about 15 minutes. Drain and mash until smooth.
  3. In a bowl, soak the bulgur in 1 cup of warm water for about 15 minutes, then drain any excess water.
  4. In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes.
  5. Add the ground meat to the skillet and cook until browned, breaking it apart with a spoon. Stir in the cinnamon, allspice, salt, black pepper, and toasted pine nuts. Remove from heat and mix in the chopped parsley.
  6. In a mixing bowl, combine the mashed potatoes, soaked bulgur, and 1 tablespoon of olive oil. Season with salt and pepper to taste.
  7. Spread half of the potato-bulgur mixture evenly in a greased baking dish. Layer the meat mixture over the top, then cover with the remaining potato-bulgur mixture.
  8. Drizzle with a little more olive oil on top and use a fork to create a decorative pattern.
  9. Bake in the preheated oven for 30-35 minutes, or until the top is golden brown.
  10. Allow to cool for a few minutes before slicing and serving.
