- Vegetable oil - 2 tablespoons

Steps
- Preheat the oven to 180°C (350°F) and grease a small baking dish with vegetable oil.
- In a mixing bowl, combine all-purpose flour, rice flour, water, and egg until smooth.
- Add chopped green onions, grated carrot, diced red bell pepper, salt, and black pepper to the batter, mixing well.
