Steps

  1. Preheat the oven to 220°C (428°F).
  2. In a large mixing bowl, combine the shredded cabbage, grated carrot, chopped green onions, and egg. Mix well.
  3. In a separate bowl, whisk together the all-purpose flour, baking powder, salt, and black pepper. Gradually add the vegetable broth and soy sauce, mixing to form a smooth batter.
  4. Pour the batter into the vegetable mixture and stir until everything is evenly coated.
