Steps

  1. In a mixing bowl, combine glutinous rice flour, sugar, and salt.
  2. Gradually add coconut milk and water to the dry ingredients, stirring until a smooth batter forms.
  3. Pour the batter into a lightly greased steaming dish or heatproof bowl.
  4. Set up a steamer with water, and once boiling, place the dish in the steamer.
