Steps
- In a mixing bowl, combine the all-purpose flour and salt, then gradually add the boiling water while stirring with chopsticks or a fork until a dough forms.
- Knead the dough on a lightly floured surface for about 5 minutes until smooth, then cover with a damp cloth and let it rest for 20 minutes.
- In a pan, heat 1 tablespoon of vegetable oil over medium heat, then add the ground beef, soy sauce, black pepper, and sesame oil, cooking until the beef is browned and cooked through, about 5-7 minutes. Remove from heat and let cool.
- Divide the rested dough into 2 equal pieces. Roll each piece into a thin circle about 20 cm in diameter.
- Spread a thin layer of vegetable oil on each pancake, then sprinkle half of the chopped scallions and half of the beef mixture evenly on top.
- Roll the pancake tightly like a jelly roll, then coil it into a spiral shape and flatten gently with your hand.
- Heat 2 tablespoons of vegetable oil in a skillet over medium-high heat, then fry each pancake for about 3-4 minutes on each side until golden brown and crispy.
- Remove from the pan and let drain on paper towels. Slice into wedges and serve hot.
