Steps

  1. In a mixing bowl, combine the all-purpose flour and salt.
  2. Gradually add the water to the flour mixture, stirring until a smooth batter forms.
  3. Fold in the chopped chives and sesame oil until evenly distributed.
  4. Heat a non-stick skillet over medium heat and add a thin layer of vegetable oil.
  5. Pour a ladleful of the batter into the skillet, spreading it out gently into a round pancake shape.
