Steps
- In a food processor, combine the fish fillets, lemon juice, minced garlic, parsley, cilantro, egg, cornstarch, salt, and black pepper. Pulse until the mixture is well blended but still slightly chunky.
- Form the mixture into two equal-sized patties.
